We are seeking a Humanitarian Aid Program & Site Manager to design, oversee, and drive field operations in a conflict zone. This is not a support role; it is full command of aid distribution programs, including the training, and leadership of large multicultural teams of foreign national employees. Success requires an unshakable leader who can create order, enforce discipline, and keep operations moving under constant stress.

This is demanding, relentless work. Conditions will be harsh. Resources will be limited. You will be responsible for leading dozens of foreign national staff and keeping operations running under pressure. There will be little comfort, little rest, and constant challenges. This is not a role for those who need comfort, micromanagement, or reassurance. It is for professionals who thrive in adversity, take ownership, and lead from the front.

Role & Responsibilities

  • Develop and manage humanitarian aid programs from the ground up, ensuring speed, accountability, and neutrality in all operations.
  • Lead large teams of foreign national employees : train, brief, and motivate staff daily. Set clear standards and enforce performance in distribution, registration, crowd management, and logistics support roles.
  • Work shoulder-to-shoulder with logistics specialists to coordinate receipt, storage, and movement of aid shipments. Anticipate bottlenecks and safety concerns and then solve them immediately.
  • Coordinate closely with security teams : maintain situational awareness, enforce policies, and lead contingency responses to potential threats. Ensure all staff and beneficiaries are protected while aid flows uninterrupted.
  • Direct aid distribution under pressure : work with large crowds, calm tensions, and keep operations moving with speed and fairness.
  • Represent the mission with authority : build trust and coordinate with local foreign national workers, partner NGOs, contractors, and other organizations on site to keep the site credible, safe and operating effectively.
  • Document and report with precision : deliver clear, accurate daily reports on staff performance, distribution numbers, security incidents, and operational gaps.
Requirements:

Basic Qualifications

  • A proven leader who can provide purpose, direction and motivation to large groups of foreign national staff in complex, high-pressure environments.
  • Physically and mentally resilient; capable of long days in heat, dust, noise, and crowding with limited resources.
  • Fluent in English (Arabic strongly preferred).
  • A decision-maker who operates independently, adapts quickly, and enforces policies without hesitation.
  • Experienced in managing logistics and security coordination in fast-moving or unstable contexts.
  • Able to remain professional, neutral, and mission-focused in emotionally charged or politically sensitive situations.
    Willing and able to deploy for 90-day periods in conflict-affected areas.

Preferred Qualifications

  • Field experience in the Middle East, North Africa, or other austere regions.
  • Fluency in Arabic (spoken and written).
  • Knowledge of humanitarian principles and distribution standards.
  • Familiarity with donor compliance and reporting requirements.
  • Training in security, crisis management, or first aid.

Physical & Travel Requirements

  • This role requires extensive international travel, including active conflict zones. Travel may range from 50% to 100% of the time, depending on operational needs and assignment schedules.
  • Candidates must be physically capable of working in demanding environments, including those with limited infrastructure and elevated safety risks.
  • The position involves frequent standing, walking, and physical activity throughout the day.
  • Candidates must be able to lift and carry up to 50 pounds unassisted.
  • Assignments may involve deployment to regions experiencing active conflict or instability, including designated war zones. All employees must comply with company safety protocols and training requirements related to high-risk travel.
