Finance and Accounting Analyst I Location Hybrid remote in Portland, OR : Department Overview:
***Available for Hybrid Work*** The Vollum Institute is a privately endowed research institute at Oregon Health & Science University dedicated to basic research that will lead to new treatments for neurological and psychiatric diseases. Vollum scientists have broad-ranging interests that coalesce around molecular neurobiology and cellular physiology. Their work has transformed the field of neuroscience and, in particular, has provided significant advances in the study of synaptic transmission, neuronal development, neurotransmitter transporters, ion channels, and the neurobiology of disease. As Financial Analyst 1, you will specifically support Vollum Institute administration, financial transactions, and analysis. This can include but is not limited to, pre-award budget assistance, financial reporting, expense reconciliation, effort certification and labor adjustments, billing revenue tracking, p-card reconciliation, expense review and approval, and other financial tasks as needed. Within this role, you will report to the Finance Manager. Function/Duties of Position: Post-Award Financial Management: - Responsible for routine financial processes as they relate to post award financial management of sponsored projects and any financial transactions on operating funds or project accounts. This can include: review & approval of expenses, labor management, stipend memos, assistance with suspense & effort certification, external invoicing, expense transfers and revenue reconciliation. Works under supervision to research, analyze, evaluate, and apply federal, non-federal, institutional and award specific policies, procedures, and guidelines to sponsored projects. Works with and advises faculty and directors on ways to manage.
Financial Reporting - Applies generally accepted accounting principles to prepare monthly financial reports for Vollum general and foundation funds, service center accounts, and sponsored project accounts Meets with faculty and Principal Investigators to review reports and financial forecasting. Ensure compliance with agency and university audit requirements. Ensure that expenditures are allowable, allocable and reasonable and meet agency guidelines. Analyze award guidelines and act as liaison to central offices for award set-up and closeout. Analyze reports from OPAM for accuracy and resolve discrepancies. Prepare effort data for progress reports or RPPRs as needed.
Variance and Forecast Analyses - Utilizes data from OHSU's financial systems to monitor and project financial performance of sponsored projects; uses knowledge and observations from day to day financial monitoring activities to identify trends and proactively respond to changing situations. Analyze and identify potential cost savings. Implement cost saving processes and procedures. Maximize resources by shifting funds and influencing changes.
IBS Billing - May be required to assist with IBS service center billings. This can include: accumulating and running necessary reports, processing student tuition billing, calculating entries, researching & processing corrections according to procedure in a timely manner, and collaborating as needed to ensure all charges are appropriately identified and correctly charged. Reconciles accounts to general or control ledgers and prepares adjusting entries as required.
Policies/Processes - Helps to develop Vollum policies, procedures & work standards; works with customers, other staff, and managers to identify gaps in services or areas where redundancy is resulting in wastes; performs process review and recommends improvements for team and individual roles. Ability to communicate with Faculty Staff and Management Policies and Procedures.
Pre-Award Duties - Assists Pre-Award team with budgeting or other activities that require specific sponsored project financial information. Provide current salary and benefit rate data as needed.
Required Qualifications: - Bachelor's degree in Accounting, Finance, or a related field from an accredited college or university; or equivalent combination of education and experience. AND
- Minimum of 1 year of relevant work experience
- May require the candidate to have 36 hours of accounting courses as described above, or an accounting degree, or demonstrate proficiency of accounting principles (e.g. GAAP).
- Prior Academic Health Center or relevant financial specific experience performing analysis related to operational improvements and business cases.
Job Related Knowledge, Skills and Abilities: - Proficient with use of PC including database and spreadsheet applications such as MS Office Suite and experience with advanced Excel functions.
- Proficient with spreadsheet skills, including simple functions, formulas, and formatting.
- Experience with relational databases.
- Understanding of financial reporting concepts such as cost accounting and net present value analysis.
- Communication and interpersonal skills including the ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
- Must be able to perform the essential functions of the position with or without accommodation.
Preferred Qualifications: - Bachelor's degree preferred.
- Two years accounting/financial analysis experience.
- Research, academic, or grant administration previous work experience.
- Two years of OHSU oracle experience
- Advanced skill with MS Office Suite including Word, Excel, Power Point
- Knowledge of Federal policy and procedures such as OMB Circulars and NIH Grants Policy Statement.
- Knowledge of OHSU's Office of Proposal and Award Management's (OPAM) policy and procedures Experience with Oracle, Cognos, eCRIS, and InfoEd.
Additional Details: This is a hybrid position and may require in person meeting with faculty or for administrative/office functions.
