Job Summary

This position is responsible for data stewardship and analysis to support Solid Waste Program goals, strategies, policy development, and implementation. The position leads, facilitates, and participates in complex, broad-based, Solid Waste Program evaluation and data management, and it supports project analysis through the development, execution, and communication of statistical and visual data analysis. This position has the authority to oversee data-related work for the Solid Waste Section, and more broadly the Resource Management and Assistance Division (RMAD), recommending actions to ensure RMAD data is accessible, defensible, and validated so it can be trusted for making decisions. It also provides guidance on the appropriate use and management of data, ensuring program areas within RMAD follow established policies, procedures, and data standards. Lastly, this position serves as a primary point of contact for specific datasets, communicating data management decisions between subject matter experts, internal and external to the Agency.

Qualifications

Minimum Qualifications

Bachelor's degree in an Environmental Science, Biology Ecology or other related natural science; or Mathematics, Data Science, or Statistics, or other related degree with a broad knowledge of environmental sciences, natural sciences, data science, or Geographical Information System (GIS) AND three (3) years of demonstrated experience managing data; querying databases; performing quantitative analysis, spatial analysis, statistical modeling; and/or analyzing and reporting on data.

Ability to conduct advanced data analyses to include manipulating large datasets with a wide variety of approaches and tools, and leverage opportunities for improvement, even in unfamiliar systems and business processes.

AND

Technical writing skills sufficient to organize and effectively present ideas to a variety of audiences.

Human relation and communication skills sufficient to collaborate, work effectively, and create understanding within a wide range of clientele, partners, and interested parties.

Accomplished planning and organizational skills to meet priorities, goals and objectives, monitor work, and follow-up on implementation.

Willingness and ability to learn new data analysis tools, skills, and software.

Preferred Qualifications

Knowledge of solid waste systems, waste management principles, and/or sustainable materials management.

Experience with life cycle analysis of environmental and economic impacts.

Experience teaching, training or mentoring others in data analysis and data management.

Advanced skills in data presentation.

Expertise utilizing a wide variety of data science (data collection, analysis, processing, evaluation, visualization, etc.) tools and software such as Tableau, SQL, ArcGIS, Python, R or other statistical analysis software.

Expertise in querying MPCA's data system TEMPO.

Experience managing, querying, or analyzing environmental data or pollution-related data (air, water, land, climate, waste reduction, cumulative impacts, etc.).

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
