Own new business across State (for example, the Bureau of Information Resource Management (IRM) and Diplomatic Security) and priority civilian agencies (for example, Health and Human Services (HHS), Department of Veterans Affairs (VA), Department of Justice (DOJ), Department of the Treasury, U.S. Department of Agriculture (USDA), Department of the Interior (DOI), Department of Transportation (DOT), National Aeronautics and Space Administration (NASA), Social Security Administration (SSA), and GSA). Select the right path to award — FAR and the Department of State Acquisition Regulation (DOSAR) open market, GSA MAS, or OASIS+.

Requirements

• Build and sustain extensive relationships across State bureaus and civilian agencies (mission owners, resource and budget teams, CIO/CISO, contracting) to map needs, evaluation factors, vehicles, and timelines to near-term wins and multiyear roadmaps.
• Shape and sequence pursuits to match budget cycles and evaluation drivers; select schedule or OASIS+ ordering when it shortens time-to-award.
• Stand up mission-realistic proofs-of-value that de-risk fielding (operations, security, sustainment) and scale to programs with clear performance metrics and governance.
• Maintain 3–4× pipeline coverage, dependable forecasting, and margin discipline.
• Engage with interagency and international stakeholders when programs intersect broader diplomatic or humanitarian objectives.

Qualifications

• 8–10+ years of civilian-agency growth with wins via MAS, Government-Wide Acquisition Contract (GWAC), or IDIQ vehicles; familiarity with State acquisition culture and global operations.
• Command of FAR and DOSAR; schedule/OASIS+ ordering experience; understanding of evaluation factors and past-performance dynamics.
• PTW modeling, competitive assessment, teaming strategies; senior-level relationship management; pipeline/forecast hygiene.
• Experience in diplomatic security, global mobility and logistics, consular or public-service modernization, or civilian critical-infrastructure programs.
• Familiarity with enterprise vehicles, socioeconomic set-asides, and CPARS expectations.
